ABOUT THE PROGRAM
The IPU Advanced Regulatory Studies Program is a series of specialized half-day and all-day workshops designed to provide public- and private-sector regulatory professionals a unique opportunity to interact and exchange ideas on advanced technical, methodological, and policy issues. Each workshop provides a unique and intensive immersion experience, emphasizing both discipline-based and sector-specific learning opportunities, interactive instruction and peer-to-peer dialog, advanced analytical methodologies, and theoretical rigor coupled with practical hands-on problems and exercises. The program faculty includes nationally known experts that draw from both academic and applied perspectives.
A synthesizing theme underlying the program is the complex integration of markets and regulation. The Advanced Program reflects our commitment to provide an objective, reasoned, and empirical approach to structural and regulatory change. The program offers flexible tracks focusing on accounting and finance issues in ratemaking, economic analysis of electricity markets, and resource planning and evaluation methods. Half-day sessions allow participants to fully customize the program to their interests. IPU also will offer a unique orientation workshop, “Regulatory Fundamentals for Utility Personnel and Analysts” and an Executive Forum exclusively for Commission Managers .
PROGRAM FORMAT
The Advanced Regulatory Studies Program is composed of half-day and whole-day workshops grouped into 5-day tracks. The half-day workshops allow participants to fully customize the program to their interests. The Regulatory Fundamentals courses, held the Sunday prior to the Advanced Program, offers essential and concise orientation training in regulatory theory, process, and ethics. WHO SHOULD ATTEND
The program is open to everyone and is designed for experienced professionals in the regulatory policy community, including federal and state personnel, consumer advocates, and private-sector professionals. Generalists and specialists in the utility sectors will benefit from attending. Past attendees of IPU programs, including the Annual Regulatory Studies Program (“Camp”) and the NARUC Utility Rate School, will find that the workshops offer a unique professional-development experience. IPU will also arrange continuing-education credits for accountants and attorneys as requested. The Advanced Program provides not only a great learning environment, but also a great forum for exchanging ideas and networking with professional peers.
ACCOMMODATIONS AND DRESS CODE

If you require disability-related accommodations to participate in this program, please inform the hotel and IPU. The dress code is campus casual for the Fundamentals course and Advanced Program. Business casual is suggested for the Executive Management Forum.
FEES
IPU offers flexible registration options for the Advanced Program. Fees include all program materials, breakfast buffets, lunches, and breaks. Participants may fully customize their experience by attending any combination of workshops within the Advanced Program. We consider public-sector attendees to be individuals who are directly employed by the local, state, or federal government or individuals that are an employee of a recognized non-profit organization. When processing payments, the Institute of Public Utilities abides by Michigan State University's security policies for information collected to process payments.
DISCOUNTS, CANCELLATIONS, AND REFUNDS
Discounts may be available to organizations registering large groups. Please contact IPU for more information. Cancellations less than 3 weeks prior to a program may result in a $150 cancellation fee; cancellations less than one week prior to a program will be billed at full cost. Substitutions are accepted at any time.
CONTINUING EDUCATION CREDITS
The Institute of Public Utilities is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. CLE credits are also available. IPU-MSU will apply for accreditation or registration of the program. Application does not guarantee approval.
